About Us

Ira Grossman, President, Public Safety Consulting, LLC, has over thirty-four years of consistent, top achievement as a skilled leader, police scientist, and project manager developing, implementing, and managing organizational change and operational and technical improvements within major jurisdiction public safety agencies. He is a retired Inspector with the Washington, D.C. Metropolitan Police Department and also former Director of Washington, D.C.’s  9-1-1 Center. Over the last twelve years he has led operational and technical projects for public safety agencies throughout the United States and Internationally in India, Ukraine, and the Kingdom of Jordan.

Brian Hubbard, our Director of Emergency Management Services, is the former Director of Operations for the Washington, D.C. Emergency Management Agency (EMA) and a recognized Subject Matter Expert in Emergency Management and Operational Response Planning. He is a certified trainer with the Abu Dhabi Police Department and maintains accreditation as an Emergency Management, Incident Command, and Disaster Recovery trainer.

Our customer focused staff are dedicated and passionate about public safety and our client’s success. We pride ourselves on the breadth of knowledge and added value we bring to each project. Importantly, we have significant experience as actual public safety practitioners and management consultants working with both large and small police, fire, emergency medical service agencies and 9-1-1 centers.
